Las leyes migratorias que afectan a indocumentados en Utah son importantes porque aplicanà a 1 de cada 20 trabajadores. Y es que en este viven mà ¡s de 100,000 migrantes en situacià ³n irregular. Su presencia es muy visible en sectores como la agricultura, donde son 1 de cada 5 trabajadores, en el construccià ³n, donde son 1 de cada 7 y en el sector de los servicios donde son 1 de cada 9. à Para estos migrantes es muyà importante conocer sus derechos en el estado de Utah y distinguir entre las leyes que aplican y aquà ©llas que no està ¡n en vigor. 1. Situacià ³n actual de la dura ley HB495 La ley HB497 no aplica por decisià ³n de una Corte. Esta normativa del aà ±o 2011 que requerà a que la policà a comprobase el estatus migratorio de cualquier persona arrestada por un delito (felony) o por una falta de categorà a A, B o C. Asimismo tambià ©n exigà a que se verificase el estatus de cualquier persona que se considerase que podà a estar ilegalmente en los Estados Unidos.à Sin embargo sà que es de aplicacià ³n el programa Comunidades Seguras, que ha sido reestablecido por orden ejecutiva del presidente Donald Trump. Si bien algunas ciudades en todo Estados Unidos han desafiado esa normativa convirtià ©ndose en lo que se conoce como ciudades santuario, en Utah no hay ninguna en la actualidad con esa calificacià ³n. En otras palabras, todas las ciudades en ese estado cumplen con Comunidades Seguras. 2. Cà ³mo aplica E-verify en Utah E-verifyà es un programa para verificar que los trabajadores cumplen los requisitos migratorios para ser empleados. En Utah esà obligatorio su utilizacià ³n para: empleados pà ºblicosempresas privadasà que contratan con los organismos pà ºblicos y tambià ©n para las subcontratistasY todas las empresas privadas con mà ¡s de 15 empleados à 3.à Programa huà ©sped Ley HB116 para migrantes indocumentadosà En el aà ±o 2011 Utah aprobà ³ la Ley HB116 que creaba un programa de trabajador huà ©sped para migrantes indocumentados para permitirles trabajar legalmente dentro del estado, si se cumplà an una serie de condiciones: Comenzarà aà a aplicarse a partir de 2013, despuà ©s se retrasà ³ su inicio a 2017, pero lo cierto es que nunca ha entrado en vigor ni se cree que llegue a aplicarse.à Se beneficiarà anà los indocumentados que pudieran probar que residen y trabajan en Utah en el sector agrà cola y tambià ©n sus familiares inmediatos: cà ³nyuges e hijos solteros menores de 21 aà ±os.Se establecà aà el pago de una multa de hasta $2,500 por persona para optar al programaSe tendrà an menos derechos laborales que los disfrutados por ciudadanos americanos y residentes permanentes legales.Para favorecerse de esta medida, eraà requisito imprescindible no tener rà ©cord criminalSe concederà an permisos de trabajo por un periodo de dos aà ±os.Crearà a un sistema paralelo para recaudar impuestos Pero esta ley nunca entrà ³ en vigor porque necesitaba un permiso del gobierno federal que jamà ¡s fue concedido. Es muy probable que la propia asamblea legislativa de Utah que en 2011 aprobà ³ la ley vote para derogarla. Lo que sà parece claro es que jamà ¡s entrarà ¡ en vigor. Tampoco han tenido aplicacià ³n las leyes HB466 que preveà a un acuerdo con el estado mexicano de Nuevo Leà ³n para emitir visas federales de trabajo ni la ley HB469 que permitirà a que ciudadanos americanos en el estado de Utah patrocinasen a personas extranjeras sin seguir los procedimientos establecidos en las leyes federales de inmigracià ³n. 5. Licencia de manejar para indocumentados En la actualidad, Utah es uno de losà estados de la Unià ³n Americana que emite licencias de manejar a indocumentados. En este estado se conoce como Driving Privilege Card, pero no puede ser utilizada como I.D. con foto para otros fines. 6. Beneficios para estudiantes universitarios indocumentados à Utah permite a los estudiantes indocumentados acceder a las universidades pà ºblicas de ese estado pagandoà matrà cula in-state si cumplen una serie de requisitos, entre los que destacan: Haber estudiado por al menos 3 aà ±os en una high school de UtahHaberse graduado de High School o un equivalente, como por ejemplo el GEDHaber llenado una aplicacià ³n para regularizar la situacià ³n migratoria o estar dispuesto a hacerlo tan pronto como se califique para ello.Llenar el formulario HB144 Tuition Waiver Request Ademà ¡s, en aplicacià ³n de la ley SB253, los estudiantes universitarios indocumentados pueden beneficiarse de becas privadas que son administradas por las universidades pà ºblicas. 7. Beneficios pà ºblicos Los migrantes indocumentados no pueden recibir beneficios pà ºblicos, excepto aquellos que se brindan en situacià ³n extrema, como por ejemplo asistencia mà ©dica en casos de riesgo para la vida o ayuda nutricional a mujeres embarazadas o infantes por aplicacià ³n del programa WIC. 8. Derechos de los migrantes indocumentados Se calcula que en los Estados Unidos pueden residir en la actualidad entre 10 y 11 millones de migrantes en situacià ³n irregular. A pesar de ello, tienen una serie de derechos como por ejemplo:à No permitir a la policà a o a la migra la entrada en sus viviendas, a menos que muestren una orden judicial (warrant).No incriminarse y por lo tanto se tiene derecho a no hablar y a no mostrar documentos. En este punto es fundamental no mostrar jamà ¡s documentos falsos.no firmar ningà ºn documento sin consultar previamente con un abogado. Es importante no firmar una salida voluntaria sin entender bien en quà © consiste y cuà ¡les son las consecuencias. Reign Of Louis The Xvi There is great mystery surrounding the death of Louis XVI. Many different events led up to this. His actions before, during, and after the French Revolution greatly affected his fate. The French Revolution was a very important time period in European history. However, the situation in France under Louis XVI, was a negative one. France had great financial problems and it was infested with plagues of all sorts. A lot of the financial problems were because of the American Revolution, among many other wars. Because so much financial aid was given to armies in these wars, Louis XVI was forced to raise taxes on much of the nobility. The financial problems only got worse in the following years because the government went bankrupt. Much of the blame for this was placed on Louis XVI. He was described as a weak, stupid, and incapable king. He was often more concerned with his own affairs than the affairs of his own people. He very rarely did his own work, much of the time leaving the work up to advisors and ministers. He used much of the peoples money for his own entertainment. He also spent a lot of money on his wife, Marie Antoinette. He listened to his wife a lot, which may not have been the best idea for him. She convinced him to ignore the financial problems in France and spend all the money on her. She also told him to fire some chief advisors, important advisors that probably could have prevented the French Revolution for ever happening. He never attempted to pay back any of the debt, he kept spending more money, making the predicament worse. There became tensions between the social classes, often between nobility and the peasants. Living conditions were very poor. The nobles had all the right, while the peasants were stepped on by everybody. Nobles had a say in public affairs, were entitled to a trail at special courts, and enjoyed financial advantages. They paid the basic tax once a year and that was it. Peasants and commoners made up 80 percent of the population. They struggled to survive and were heavily taxed. All the money peasants made went to taxes and bread. Peasant unemployment resulted in many homeless citizens, emigration, and death . People became homeless because they could not afford to pay taxes. The crisis of Europe was felt the most in France. As population increased, inadequate agriculture productivity and bad harvests came along too. Soon the price of grain was more than the peasants wages. Also, the standard of living declined. Even though the whole situation was not Louis XVIs personal fault, the decisions and choices he made, made the situation even worse. During his reign he made some very poor decisions that could have influenced the end result of the French Revolution. He was influenced greatly by many people around him. One of these people was Finance Minister Jauques Necker. Throughout Louis XVIs reign, he was often helped, supported, and even betrayed by Necker. Necker made a lot of the kings decisions and persuaded him. He seemed to be on Louiss side but then Necker published an account of the royal finances, which showed the heavy costs of the privileges and favoritism. This action did not lo ok good for the monarchy. Necker was soon fired. His wife influenced him to attend to the interests of Austria and ignore the financial crisis in France. It was also her idea to fire one of his most trusted advisors who may have been able to actually prevent the revolution. Her lifestyle and the fact that she was a foreigner made her very unpopular with the public. In the late 1780s both classes were unhappy with the financial situation and wanted a change. However, Louis never took advantage of this situation to create new reforms and gain the support of the people. Under pressure from nobility and other powers, Louis agreed to meet with the Estates-General. This provided more controversy and provided a stronger force against the French monarchy. NMSQT Test Tips and Basic Information The NMSQT Basics You may have heard of the Redesigned PSAT Test with the acronym ââ¬Å"NMSQTâ⬠attached. When you heard it or saw it, you probably asked yourself a bunch of questions: What does the NMSQT stand for? Why is it attached to the PSAT? I thought that was just the test that demonstrated how you might score on the SAT. Why should I be concerned about this test? Why does everyone always have to use acronyms for multiple choice exams? If you want to know more about the PSAT -à NMSQT, Iââ¬â¢m here to help. If you do not want to read more about it, then go read something else. What Is the NMSQT? The National Merit Scholarship Qualifying Test (NMSQT) is the exact same thing as the PSAT exam. Thatââ¬â¢s right ââ¬â you only have to take the one test, usually during your sophomore and junior years of high school. So why the extra acronym? Well, this test provides you with two different outcomes: a National Merit Scholarship score and the PSAT score. So, what is the National Merit Scholarship? If the PSAT is qualifying you for it, you definitely should know what the stakes are. How To Qualify for the NMSQT First things first. Before anyone will ever look at your PSAT/NMSQT score, you have to have the following things going for you. Give yourself a point if you are: A U.S. citizen/intended U.S. citizenEnrolled full time in high schoolTaking the PSAT your junior yearCarrying a strong academic recordGoing to complete the NMSC Scholarship application Oh! One other small thingâ⬠¦you have to haveà scored well on the darn test itself. Thereââ¬â¢s always a catch. The PSAT/NMSQT Score They Want à In order to determine your NMSQT Selection Index,à your Math, Reading, and Writing section scores (which fall between 8 and 38) are added and then multiplied by 2.à The PSAT NMSC Selection Index ranges from 48 to 228.à Math: 34Critical Reading: 27Writing: 32Your NMSQT Index Score Would Be:à 186 A 186, however, would be way too low to qualify for a scholarship from the NMSQT. Each state has a minimum index score for eligibility, which starts at 206 for places like North Dakota and West Virginia, all the way up to 222 for New Jersey and the District of Columbia. So if youââ¬â¢re interested in the benefits of the National Merit Scholarship, you better prepare for the PSAT. The National Merit Process Scholarships usually involve cash, but thereââ¬â¢s a process that happens behind the scenes before theyââ¬â¢re handed out. Once youââ¬â¢ve taken the PSAT and receive your NMSQT index score back, one of three things can happen: Nothing. You didnââ¬â¢t score high enough to qualify for the National Merit Scholarship. Congrats. Go crawl in a hole somewhere and cry yourself to sleep.You become a Commended Student. Youââ¬â¢re no longer in the running for the National Merit Scholarship, but since you impressed the selection committee with your score and academic record, you can still qualify for other scholarships sponsored by businesses and corporations.You qualify as an NMS Semi-finalist.à You made the cut, and hats off to you, because only 16,000 out of the 1.5 million who take the test actually make it this far. The semi-finalists will then be whittled down to 15,000 finalists. From there, 1,500 finalists will receive special scholarships from corporate sponsors, and 8,200 will receive the oh-so-coveted National Merit Scholarship. What Do You Get If You Receive the NMS? Fame. Maybe not the Brad Pitt kind, but the National Merit Scholarship Committee will release your name to the media for some pretty heavy exposure. You always wanted to be a star, right?Money. Youââ¬â¢ll get $2,500 from the NMSC, and other scholarships from both corporate and college sponsors. In other words, your parents may have to find other uses for the gigantic Stafford Loan they just took out in your name, because youââ¬â¢ll have some cash coming in.Bragging Rights.
